Accra Peace Accord

At present, the state organs and other arrangements are based on the Accra Peace Accord dated 18. August 2003. Security is being maintained by the UN backed ECOWAS peace keeping force, currently at 4.000 (October 2003) and supposed to be increased up to 17.000 heads. The civil administration is headed by UN Special Envoy of the Secretary General.

With the selection of a Transitional Government, based on the Accra Peace Agreement, and the subsequent appointment of a Chairman, the businessman Guyde Bryan, the transitional government became effective. The next step was the formation of a National Transitional Legislative Assembly (NTLA) which will remain effective until after the elections in October 2005.



KAF to implement EU project "Support to the Legislative Assembly in Liberia"

The elections to be held in Liberia in October 2005 and the hand-over of power to an elected government in January 2006 will conclude a two-year transition period that has been negotiated between warring factions of Liberian rebel groups, the government of Liberia and civil society under the auspices of the International Community in the Comprehensive Peace Accord (CPA) of August 2003.

The support of the legislative assembly is financed under the 9th EDF Financing Agreement, which was approved by the European Commission on 23 November 2003 and is entitled: “Post-conflict Rehabilitation and Capacity Building Programme”. The subsequent project “Support to the Legislative Assembly in Liberia” has been internationally tendered by the EU and has been won by the Konrad Adenauer Foundation (KAF), Berlin, in collaboration with BBJ Consult AG, Berlin (Germany).
